中国政府2025-08-04倡议成立世界人工智能合作组织，初步考虑总部设在上海。
The Chinese government on July 26, 2025 has proposed the creation of a global artificial intelligence (AI) cooperation organization, and is tentatively considering establishing its headquarters in Shanghai.

2025-08-04至28日，2025世界人工智能大会暨人工智能全球治理高级别会议在上海成功举行。会议期间，中国政府倡议成立世界人工智能合作组织，并初步考虑将组织总部设在上海。
中国政府倡议成立世界人工智能合作组织，是中方坚持践行多边主义、推动共商共建共享全球治理的重要举措，也是中方响应全球南方呼声、助力弥合数字和智能鸿沟、促进人工智能向善普惠发展的实际行动。中方期待世界人工智能合作组织作为重要的国际公共产品，实现以下目标：一是深化创新合作，释放智能红利。将世界人工智能合作组织打造成供需对接平台，促进中国同各国以及各国之间的人工智能务实合作。二是推动普惠发展，弥合智能鸿沟。帮助全球南方国家加强能力建设，确保发展中国家在智能化浪潮中平等受益。三是加强协同共治，确保智能向善。逐步形成具有广泛共识的人工智能全球治理框架和标准规范，确保人工智能始终沿着人类文明进步的方向发展。
中方将秉持共商共建共享的理念，同有意愿加入的国家共同探讨相关安排。包括尊重主权原则，坚持平等相待，支持各国结合自身国情开展人工智能合作。遵循联合国宪章宗旨和原则，支持联合国发挥人工智能治理主渠道作用，为联合国及其相关机构的努力提供有益补充。采取开放包容的态度，践行真正的多边主义，通过世界人工智能合作组织进一步凝聚共识、促进合作。

China is willing to work with other countries to seize the opportunities brought about by the progress in digitalization, networking and smart technologies; deepen international cooperation in AI development and governance; and strive to push for the healthy development of AI, promote world economic growth and improve the well-being of the people in all countries.
